“Mr. OBERNOLTE. Mr. Speaker, I rise today to recognize and honor the service of Victorville City Councilwoman Debra Jones. During her nearly fourteen years of dedicated public service, Debra has advocated tirelessly for the Victorville community and its citizens' most pressing concerns. Debra is renowned in our community as a selfless and caring servant and is a true friend to all who have the privilege of knowing her. Elected to the City Council in November 2018 and sworn into office the following month, she went on to serve as Mayor from December 2020 through December 2023. Debra was instrumental in championing Measure P, which expanded law enforcement, strengthened code enforcement, and led to the development of a new police station and civic plaza, enhancing public safety and revitalizing the city's core. She also helped establish the Victorville Wellness Center, the first facility of its kind in San Bernardino County, which reduced the city's unsheltered homeless population by fifty-seven percent and now serves as a model for other communities. In addition to her work in public office, Debra has been deeply involved in education and community service. She co-founded the Adelanto Elementary School District's first Special Education Parent Advisory Committee, served two terms on its Governing Board, and has devoted herself to volunteerism, philanthropic writing, and foster parenting--particularly for infants prenatally exposed to illicit drugs. Debra has also represented Victorville on numerous regional boards and commissions, including the San Bernardino County Transportation Authority, the San Bernardino Council of Governments, and the Victor Valley Wastewater Reclamation Authority. Her service on these bodies has been marked by professionalism, collaboration, and a deep commitment to transparency and good governance. Debra's accomplishments would not have been possible without the support of her family. Her husband, Gene, and their six children have stood by her side throughout her many years of public service and community leadership. Debra has had a profound impact on the Victorville community. Heather and I deeply appreciate her years of service, and we wish her and her family well as she enters this next stage of her already eventful and purposeful life. Mr. Speaker, I rise today to recognize the 65th anniversary of the Mojave Water Agency, an institution that has stood as a pillar of responsible stewardship, innovation, and public service in California's High Desert since its founding in 1960. For over six decades, the Mojave Water Agency has safeguarded one of our region's most precious resources: water. Formed by local voters in response to declining groundwater levels, the Agency has grown into one of the most respected and visionary water management organizations in our state. As one of California's original State Water Project contractors, the Mojave Water Agency was instrumental in bringing imported water to the region. That achievement helped pave the way for responsible population growth, economic development, and long-term sustainability in one of the most arid areas of our Nation. Today, the Agency's service area spans nearly 5,000 square miles and provides water resource management for nearly half a million residents. Over the past 65 years, the Mojave Water Agency has distinguished itself through its technical excellence, long-range planning, and commitment to the efficient and responsible use of water. Its leadership has fostered strong partnerships with local governments, businesses, and residents, building a foundation of trust and shared responsibility. Equally commendable is the Agency's focus on public education and outreach. Through this work, the Mojave Water Agency has not only fulfilled its operational mission but has cultivated a strong culture of civic pride and community stewardship. The Mojave Water Agency has helped ensure that life across our region remains sustainable, secure, and well-prepared for the challenges ahead. On behalf of California's 23rd Congressional District, I extend my deepest appreciation to the leaders, staff, and partners of the Mojave Water Agency for 65 years of exemplary service. “Mr. OBERNOLTE. Mr. Speaker, I rise today to honor Major Jennie Marie Fregoso for her outstanding 25 years of service in the United States Army. From May 2000 to July 2025, Major Fregoso exemplified the Army's core values of duty, honor, and selfless service, leaving a lasting impact on every unit she served with. Major Fregoso began her career as a Medical Logistics Specialist with the 349th General Hospital and later served with distinction in the 349th Combat Support Hospital and the 349th Field Hospital. Throughout her career, she held key roles including Executive Officer, S1, S3, S8, Projects Manager, and Conversion Coordinator. Her versatility and leadership were pivotal during the transformation of the 349th Combat Support Hospital into the 349th Field Hospital and 380th Hospital Center, and she was personally commended for her performance as Battle Captain during CSTX. During her 2004 to 2005 deployment in support of Operation Enduring Freedom, Major Fregoso served at Landstuhl Regional Medical Center, took part in a humanitarian mission in El Salvador, and led a cost- saving initiative that saved the Army over $600,000. She completed key leadership courses and earned multiple awards, including the Army Commendation Medal, the Army Achievement Medal, and the Humanitarian Service Medal. Major Jennie Marie Fregoso's service has strengthened the operational readiness of the Army Reserve medical community and shaped the careers of countless soldiers. Her legacy is one of dedication, leadership, and unwavering professionalism. I ask my colleagues to join me in honoring her exceptional career and in wishing her continued success and fulfillment in retirement. ____________________”
